i was thinking it was a double exposure shot. i.e. one exposure is the person and the second exposure is the city.
if i had to recreate these pics i would use the double exposure method. so the first exposure would be the people with a sky or light (in color) background...that way the city will show up when you put the second exposure (of the city) on top of it.
of course i'm assuming this was done by film and not digital
